Proposition 13 - Essay Example Proposition 13 was the result of a taxpayer revolt against escalating and uncertain tax rates. Viewed as one of the first signs of the coming Reagan Revolution, the radical conservative approach rippled across the country as key provisions of the act were enacted in several other states (Menrow). The most immediate and severe impact of Prop 13 was felt by the school districts that lost over half their revenue creating a crisis in many of California's public schools. In response, California passed a number of bills that eased the pressure on school systems. Overall, tax revenues going to schools decreased between 9% and 15%, with the wealthier districts losing the higher amount ("The Special Challenge"). Prop 13 resulted in the school systems in California moving from local community control to control by the state. It further gave property owners the ability to calculate and plan for their tax rate, enabling low income and fixed income households to maintain possession of their prope rty and avoiding losing their homes due to unaffordable taxes. The focus of Prop 13 was to give the taxpayer a known and predictable property tax rate. It set a maximum tax rate at 1% and limited valuation increases to 2% per year. Upon selling a property, it would then be revalued at the market value. The 1% limit imposed by Prop 13 was about 1/3 of the rate prior to its passage. Prop 13 further limited local taxation by requiring a 2/3 majority in the legislature and 2/3 public vote to increases local taxes. These actions put the responsibility for funding the public school system on the state and in doing so, the state took control of the schools and away from local communities. Recent amendments have lowered the threshold for voter approval to 55%, which has allowed local governments to raise additional funding when necessary. Impact of Proposition 13 The impact of the loss of revenue was most clearly felt by local school districts. Schools, faced with fewer dollars, were forced to delay improvements and in some cases resulted in the cutting of programs. However, the long-term result has not led to the bankruptcy of California's schools. Bolstered by "bailout bills" that benefited education, the schools continued to operate under state control at or near the previous level of funding. In 2001-2002 California teachers were ranked at the top of the pay scale compared to other states (Bell). Faced with the loss of revenue, many cities increased fees on everything from traffic violations, to home inspections, and service taxes on hotels and restaurants (Wood). Along with innovative taxation, changes in Prop 13 over the years have made it easier for local communities to raise money for schools by reducing the 2/3 voter approval to 55%. Critics have pointed to the lower test scores in California schools since the inception of Prop 13 an d linked them to the reduced funding. Per pupil spending has been reduced and is currently about $650 below the national per pupil average. The falling test scores are due to several reasons and lower funding may be just one facet of the problem. I learned the hard way that no matter what mistakes I make in my life, with support of family and friends, I was able to choose a better life style through higher education and dedication. At the age of sixteen I got married and had a child. I heard the saying over, and again Just babies having babies. You could not convince me of that back then. As I look back now it was not one of my better choices. I had married a man who was a lot older than me, so therefore I just knew I was all grown up. My mother was not happy to say the least and a shouting match lasted for a few days. I told her if she did not sign the papers I would run away, do it anyway and she would never see me again. So against her better judgment she signed the papers. The first couple of years were good, but then it got abusive verbally as well as physical. Physical abuse is obvious black eyes, and bruises hidden behind sun glasses, and makeup. When there is verbal abuse you are told nobody will ever want you, and that you are to dumb to ever do any thing on your own, or you will never amount to anything. The funny thing about that is after a while for some reason you begin to believe it. After ten years of this, I finally divorced. I was scared and thought I was not going to be able to make it on my own. With a young daughter to support, I took my first step in many to come in my lifes journey, working two jobs to keep a roof over our heads, and it was not easy to make ends meet. I never went to high school; so I believed it was my destiny to struggle for the rest of my life. As a single young parent trying to be the best mother I could be, always at work I missed a lot of time with my daughter, time I wish now I had to do over again. It is 1998 I decided to take my GED test telling myself You will not be to pass this test you never went to school. Well I gathered all my will and took the test anyway; I remember waiting for t he results it was sheer touchier. Then came one of the best days of my life I passed the test. That was the first step in many to happiness that I am still working on to this day. In 1999 while at work at the warehouse I was employed at I met a man named Carlos, who to this day is a big part of my life. He is an educated man who is very well spoken, with lots of great advice. He and I became friends, and talked a lot about peoples choices in life. Carlos is a very wise man with a heart of gold. Trough our many talks I learned a person could do what ever they first, set there minds to and second, have the drive to want to better themselves. He seen something in me that I did not see in myself, the ability to go further in life, I ended up leaving that job for employment in Orange County as a credit processor. Thinking that was the job I would retire from. It did not work out that way; you hear the story over and over on the news, the company goes out of business and the employees are left out in the cold looking for work that is not there. This was at the end of 2007 like so many others could not find work. Bills going unpaid I lost my car first then my house shortly after, and became homeless, so for the first time since I moved out of my moms house so many years ago I felt that I had no where to turn and my ex was correct about not being able to make it on my own, with the feeling of complete despair I phoned my mom telling her my dilemma just wanting some one to talk to, I felt so hopeless, and alone not knowing what to do. Well my mom and brother talked, and then asked me if I wanted I could stay with them until I got back on my feet. I started some classes via mail and very well, one more step toward higher education. So I announced to my family I am going to go to college full time. It is now fall semester 2008 at Chaffey College; I have to my first semester was a challenge and the first couple of weeks I found myself calling my thirty two year old daughter Amy, a couple of times saying I do not think this was such a great idea, I dont know what made me think I could do this. Amy said to meMom dont give up I am so proud of you, and I know you can do this. With a lot of time spent at the writing center as well as the success centers I was able to shock myself once again. I received two (As) and one (B) last semester. Not bad for someone who never went to high school? I still have my struggles, this semester it is math but I am putting in the extra effort coming to campus on Fridays so I can spend all the time I need in the PS 12 math labs, because failing is not an option I have come too far, and I refuse to give up. I believe that without my familys support this wouldnt be possible to achieve my dream of making something of myself. I will be starting a new tradition in my family. I am proud to say I will be the first college graduate in my family. I have two granddaughters Anisa who is sixteen, and Angel who is thirteen. I constantly tell them how important their education is. I am adamant about the fact they will go to college as well, expressing to them how they need to be independent young women and seek higher education. I let them know what a struggle it was for me as a young mother, and how they deserve more in life. Could there be a better life for someone who quits school too young and becomes pregnant? With confidence in ones self and the ability to take it one step at a time all things are possible. When all seems lost friends and family will see in you the things we seem to over look in ourselves. It is not easy to return to school after being out for over twenty years, but I am here to say that no matter what mistakes we make in our lives, through hard work and dedication to higher education, all things are possible.

BENEFITS OF LASER Nuclear fusion Some of the worlds most powerful and complex arrangements of multiple lasers and optical amplifiers are used to produce extremely high intensity pulses of light of extremely short duration. These pulses are arranged such that they impact pellets of tritium-deuterium simultaneously from all directions, hoping that the squeezing effect of the impacts will induce atomic fusion in the pellets. This technique, known as inertial confinement fusion, so far has not been able to achieve breakeven, that is, so far the fusion reaction generates less power than is used to power the lasers, but research continues. Microscopy Confocal laser scanning microscopy and Two-photon excitation microscopy make use of lasers to obtain blur-free images of thick specimens at various depths. Laser capture microdissection use lasers to procure specific cell populations from a tissue section under microscopic visualization. Military Military uses of lasers include applications such as target designation and ranging, defensive countermeasures, communications and directed energy weapons. Defensive countermeasures Defensive countermeasure applications can range from compact, low power infrared countermeasures to high power, airborne laser systems. High power boost-phase intercept laser systems use a complex system of lasers to find, track and destroy intercontinental ballistic missiles (ICBM). In this type of system a chemical laser, one in which the laser operation is powered by an energetic chemical reaction, is used as the main weapon beam (see Airborne Laser). The Mobile Tactical High-Energy Laser (MTHEL) is another defensive laser system under development; this is envisioned as a field-deployable weapon system able to track incoming artilleryprojectiles and cruise missiles by radar and destroy them with a powerful deuterium fluoride laser. Another example of direct use of a laser as a defensive weapon was researched for the Strategic Defense Initiative (SDI, nicknamed Star Wars), and i ts successor programs. This project would use ground-based orà space-based laser systems to destroy incoming intercontinental ballistic missiles (ICBMs). The practical problems of using and aiming these systems were many; particularly the problem of destroying ICBMs at the most opportune moment, the boost phase just after launch. This would involve directing a laser through a large distance in the atmosphere, which, due to optical scattering and refraction, would bend and distort the laser beam, complicating the aiming of the laser and reducing its efficiency. Another idea from the SDI project was the nuclear-pumped X-ray laser. This was essentially an orbiting atomic bomb, surrounded by laser media in the form of glass rods; when the bomb exploded, the rods would be bombarded with highly-energetic gamma-ray photons, causing spontaneous and stimulated emission of X-ray photons in the atoms making up the rods. This would lead to optical amplification of the X-ray photons, producing an X-ray laser beam tha t would be minimally affected by atmospheric distortion and capable of destroying ICBMs in flight. The X-ray laser would be a strictly one-shot device, destroying itself on activation. Some initial tests of this concept were performed with underground nuclear testing; however, the results were not encouraging. Research into this approach to missile defense was discontinued after the SDI program was cancelled. Disorientation Some weapons simply use a laser to disorient a person. The Limitations Of 4G Although the concept of 4G communications shows much promise, there are still limitations that must be addressed. One major limitation is operating area. Although networks are becoming more ubiquitous, there are still many areas not served. Rural areas and many buildings in metropolitan areas are not being served well by existing wireless networks. This limitation of todays networks will carry over into future generations of wireless systems. The hype that is being created by 3G networks is giving the general public unrealistic expectations of always on, always available, anywhere, anytime communications. The public must realize that although high-speed data communications will be delivered, it will not be equivalent to the wired Internet at least not at first. If measures are not taken now to correct perception issues, 4G services are deployed, there may be a great deal of disappointment associated with the deployment of the technology, and perceptions could become negative. If thi s were to happen, neither 3G nor 4G may realize its full potential. Another limitation is cost. The equipment required to implement a next generation network is still very expensive. Carriers and providers have to plan carefully to make sure that expenses are kept realistic. Some issue expected with the implementation of 4G with multiple heterogeneous networks are issues such as; â⬠¢ access, â⬠¢ handoff, â⬠¢ location coordination, â⬠¢ resource coordination to add new users, â⬠¢ support for multicasting, â⬠¢ support for quality of service, â⬠¢ wireless security and authentication, â⬠¢ network failure and backup, and â⬠¢ pricing and billing. Network architectures will play a key role in implementing the features required to address these issues. POSSIBLE ARCHITECTURES One of the most challenging problems facing deployment of 4G technology is how to access several different mobile and wireless networks. Figure 1 shows three possible architectures: using a multimode device, an overlay network, or a common access protocol. Multimode devices One configuration uses a single physical terminal with multiple interfaces to access services on different wireless networks. Early examples of this architecture include the existing Advanced Mobile Phone System/Code Division Multiple Access dual-function cell phone, Iridiums dual function satellite-cell phone, and the emerging Global System for Mobile telecommunications/Digital Enhanced Cordless Terminal dual-mode cordless phone. The multimode device architecture may improve call completion and expand effective coverage area. It should also provide reliable wireless coverage in case of network, link, or switch failure. The user, device, or network can initiate handoff between networks. The device itself incorporates most of the additional complexity without requiring wireless network modification or employing interworking devices. Each network can deploy a database that keeps track of user location, device capabilities, network conditions, and user preferences. The handling of quali ty-of-service (QoS) issues remains an open research question. Overlay network In this architecture, a user accesses an overlay network consisting of several universal access points. These UAPs in turn select a wireless network based on availability, QoS specifications, and userdefined choices. A UAP performs protocol and frequency translation, content adaptation, and QoS negotiation-renegotiation on behalf of users. The overlay Issues in network, rather than the user or device, performs handoffs as the user moves from one UAP to another. A UAP stores user, network, and device information, capabilities, and preferences. Because UAPs can keep track of the various resources a caller uses, this architecture supports single billing and subscription. Common access protocol This protocol becomes viable if wireless networks can support one or two standard access protocols. One possible solution, which will require interworking between different networks, uses wireless asynchronous transfer mode. To implement wireless ATM, every wireless network must allow transmission of ATM cells with additional headers or wireless ATM cells requiring changes in the wireless networks. One or more types of satellite-based networks might use one protocol while one or more terrestrial wireless networks use another protocol. QUALITY OF SERVICE Supporting QoS in 4G networks will be a major challenge due to varying bit rates, channel characteristics, bandwidth allocation, fault-tolerance levels, and handoff support among heterogeneous wireless networks. QoS support can occur at the packet, transaction, circuit, user, and network levels. â⬠¢ Packet-level QoS applies to jitter, throughput, and error rate. Network resources such as buffer space and access protocol are likely influences. â⬠¢ Transaction-level QoS describes both the time it takes to complete a transaction and the packet loss rate. Certain transactions may be timesensitive, while others cannot tolerate any packet loss. â⬠¢ Circuit-level QoS includes call blocking for new as well as existing calls. It depends primarily on a networks ability to establish and maintain the end-to-end circuit. Call routing and location management are two important circuit-level attributes. â⬠¢ User-level QoS depends on user mobility and application type. The new location may not support the minimum QoS needed, even with adaptive applications. In a complete wireless solution, the end-to-end communication between two users will likely involve multiple wireless networks. Because QoS will vary across different networks, the QoS for such users will likely be the minimum level these networks support. End-to-End QoS Developers need to do much more work to address end-to-end QoS. They may need to modify many existing QoS schemes, including admission control,dynamic resource reservation, and QoS renegotiation to support 4G users diverse QoS requirements. The overhead of implementing these QoS schemes at different levels requires careful evaluation. A wireless network could make its current QoS information available to all other wireless networks in either a distributed or centralized fashion so they can effectively use the available network resources. Additionally, deploying a global QoS scheme may support the diverse requirements of users with different mobility patterns. The effect of implementing a single QoS scheme across the networks instead of relying on each networks QoS scheme requires study. Handoff delay Handoff delay poses another important QoS-related issue in 4G wireless networks. Although likely to be smaller in intranetwork handoffs, the delay can be problematic in internetwork handoffs because of authentication procedures that require message exchange, multiple-database accesses, and negotiation-renegotiation due to a significant difference between needed and available QoS. During the handoff process, the user may experience a significant drop in QoS that will affect the performance of both upper-layer protocols and applications. Deploying a priority-based algorithm and using location-aware adaptive applications can reduce both handoff delay and QoS variability. When there is a potential for considerable variation between senders and receivers device capabilities, deploying a receiver-specific filter in part of the network close to the source can effectively reduce the amount of traffic and processing, perhaps satisfying other users QoS needs. Although 4G wireless technology of fers higher bit rates and the ability to roam across multiple heterogeneous wireless networks, several issues require further research and development. It is not clear if existing 1G and 2G providers would upgrade to 3G or wait for it to evolve into 4G, completely bypassing 3G. The answer probably lies in the perceived demand for 3G and the ongoing improvement in 2G networks to meet user demands until 4G arrives.
